As of January 1, 2026, the NYS 2025 Building, Residential, Existing Building, Mechanical, Plumbing, Fuel Gas, Fire, Property Maintenance, and Energy Code are all in effect.
All projects going forward will need to comply with the 2025 Energy Conservation Construction Code of New York State (2025 ECCCNYS). Changes to shell requirements and the addition of required energy credits will change the building design, mechanical selection, and onsite inspections.










The All-Electric Building Mandate was added to the State Energy Conservation Construction Code for design project permits submitted after December 30, 2025. It is still in place, but enforcement has been suspended until court filings opposing the legality of the mandate conclude. New York State’s agreement to delay the All-Electric Building Mandate was filed in November 2025.
